Probably because it's just faster to check them out with the few extra items, than to void everything that has already been rung in and ask them to go to another line. Also the scene that they would make would take longer than checking them out.
And most important of all...... the 11th item was a shotgun!! Seriously, are you going to get in a huge argument over something so stupid? If you are, you have way too much time on your hands. You being the check out person I mean.

I used to work for Walmart and when I was on the Express Lane I would tell people that all the time. If it was no more than 5 items over ,and the line wasn't long, then I would let them come through, but if it was a basket piled as full as they could get it then I would definitely tell them that my line was for 10 items or less.
