We're supposed to send 2 clues per week for the next 5 weeks, and I'm already running out of clues that don't give me away! Any suggestions would be greatly appreciated.

Try using a clue that will make the person believe it is someone else in the office each time.

Who's the recipient? (The Boss, the secretary, the receptionist)?
You said you're already running out of clues - what have you done so far? What has YOUR Secret Santa sent to you as clues?
Other than that - all I can think of is find someone else in your office to deliver the clues to your recipient and you deliver his/her clues to their recipient.
