It's got to do with how much humidity is in the air. A high-pressure contains more water, so it produces warmer air. Conversely, a low-pressure contains less water, so it produces cooler air. There are many other variables that determine the weather; clouds, seasons, geographic location, earth's gravitational pull, etc.
Shivering is your body's reaction to the cold(chattering teeth too), by producing energy, in the form of warmth.
