steam loosens the glue but.....it's illegal so you might want to consider that

Put the envelope in the freezer until it pops open. You'll be able to reseal the glue.

Mail tampering is a federal offence.
Try putting on a kettle and use the steam.

you should not open mail discreetly unless it is your own mail
