This depends on what Operating System you have.
For example: If you are using Windows XP and do not have adminastrator rights, it may not let you access the control pannel. Try this: Reboot the computer and tap the F5 key while it is booting up and take the computer into "Safe Mode" then select "Administrator" and see if you can get into the "Control Pannel" that way. Of course, you will have to know the Administrator Password, if one is set for Windows XP.

If you are running any other version of Windows (i.e. 98/ME) then you might as well get ready to format the hard drive and reload the Operating System, as there should not be anything blocking you from accessing the Control Pannel.
