No he is a mummy with some kinda demonic possesion alter ego hence why he changes form and shouts 'mumm ra!'

He is a monster. Basically he is some kind of ancient evil from First Earth (the Thundercats is set on Third Earth). He is some form of undead creature who is bound to the Black Pyramid. His body is decayed and withered by age but through the magic of the Ancient Spirits of Evil he can be regenerated into his proper form - that of Mumm Ra The Everliving.
Given that Third Earth is supposed to be in the future I would guess Mumm Ra is from our world (that is to say our world is First Earth) and is some kind of human with necromantic powers. "As long as evil exists Mumm Ra lives!" he shouts implying he is immortal.
Thundercats come from the planet Thundera and went to Third Earth on a space ship. There were no natural cat-people there so Mumm Ra is not a cat.

I've just come back from the future where I told the first guy the answer! As I was coming back in my time-machine he got on here and answered your question. Now I ask, isn't it only fair that after all the bother I went to I get the 2 points? That theiving little... Oh and I tried to stop that other guy babbling on but I couldn't get into the asylum. Apparently they're funny about who they let in to talk to him. Oh yeah, and the alternative Mumm-ra speech went. I am Mumm-ra, stinky and rotten, I just climbed out of my stinking coffin, there's some pesky little cats I've gotta get so be a darlin and GIVE ME POWER!

I know its a bit pedantic I thought he was a mutant, much like his lackey's as oppossed to a human, although he does have mystical powers
