It depends on the 13-year old. But generally, as long as she's doing it right (meaning not too much) and being safe about it, go for it. By being safe, I mean not sharing cosmetics with ANYONE (it can spread some nasty infections, especially eye makeup), keeping her brushes and sponges clean (wash them in water with a little mild soap every couple weeks, rinse and dry them thoroughly) and making sure to wash it all off before going to bed EVERY DAY. Leaving it on over night can clog up pores and lead to some really bad break-outs, especially if you've got sensitive skin.

I'm around that age and I wear makeup. I also follow it up with taking really good care of my skin. I always wash my skin after I come home and moisturize, also sunscreen. I use a small amount. I use concealer, lip gloss, mascara, and eyeshadow sometimes... Maybe bronzer, but that's sometimes too.

Only lip gloss (and maybe mascara). There's no consequences of deadly skins or anything. It's more of a moral item or trying to look older than you are.

You skin is at a place where it's real easy to break out. If you do decide to wear makeup, get Mary Kay; it's hypoallergenic so you won't break out.
Alos, makeup wears out your skin. If you don't have real resilient skin, it might be best to go with a foundation and some real hot gloss.

You're going to have trouble making a dire medical case against wearing makeup young. I think it's ok, but generally unnecessary. Unless, like the first respondent said, she's butt ugly.

I think it's fine. I wore a little when I was 13. Just don't wear all that dark eye makeup. But it depends on you and what you think you look good wearing.

Not too much makeup. I think its okay for a 13 year old to wear lip gloss with a little blush, not too much more than that.

Uhh, I dont think makeup causes too much damage, as long as you apply it correctly.
I guess it depends on the girl. If she is ugly, she should wear a lot. If shes pretty, she doesnt need much.
