You go, girlfriend! Sounds like the two of you were meant to be together.
If you make it to the movies, "Kissin' Cousins" with Elvis would be a good choice. Might help you two break the ice.

First, if he is willing to cheat on his girlfriend, he will cheat on you,
Second, your cousin! I would strongly advise against pursing this, it is morally wrong, and should you have a physical relationship, there is an abnormally high risk of genetic defects in children.
Cousins are for friends, not for dating/marriage.

I think it's a little weird to have feelings like that for your cousin. I'd recommend hanging out w/ him, but nothing more. Try to find someone else if you can.

I'm not sure that you mean what I think you mean by "do me". If you are referring to sex, you are too young if you "might get to go to the movies". If you aren't old enough to just go out with someone, you are too young for sex. And that it's your 2nd cousin is kinda gross.

do not act on these feelings! they are wrong, and you'd regret your actions later. please, get your thinking straight, and you'll realize what I'm talking about. tell your cousin to do the same.
