i replaced the float with a new one and when i replaced it it was sitting on the intake tube thing coming down from carb, is it supposed to do this or rest on the bottom of bowl? oh and is the gas supposed to come from the needle with a splash of gas or is it too little of gas?

plastic or brass?? if it's brass, hold the carb upside down & adjust so the float is parallel to the carb body. when it goes down, there's a "tang" at the pin that can limit the movement. as long as it does go down, you shouldn't have a problem with fuel flow. if it's plastic, through the carb away & get a new one.

The float should swing free and not rest on anything. Gas should flow through the float valve freely but it will not be a large amount.
