MAC. I can't give you exact instructions but I recommend that you go to http://www.specktra.net/ . It is a forum all about MAC makeup and they have tutorials and "faces of the day" that look like that picture. If you posted that same picture, I am sure they'd help you with names of colors to try and everything.

I think the Avon true color eyeshadow duo in orchid would be good for that.
