Get all 8 badges from all of the gyms in Jhoto. Then Prof.Elm willl call after you came out from the dragon den's to tell you to go and get a master ball from his lab and another way is watch your trainer ID card. If it matches the all the number they call in the radio tower in Jhoto you will receive one master ball free every time you visit.

Entai and Raikou are very hard to catch. You usually should use a masterball on one of them and get a high level wobbuffett and send that out against one of them. As for finding them you need to predict which route they are going to move to and get on to the route. You cant catch a celebi unless you have an action replay or a gameshark to activate the GS ball event.
