2.What rule can you state between phase changes and temperature? Between phase changes and heat energy?

For both questions, you need to realize that a phase change occurs when a molecule absorbs or sheds enough heat energy to change phase.

Thus:

1.) Heat energy, because the temperature of the molecule may remain constant while a phase change occurs.

2.) A phase change occurs at or near a specific temperature, and requires a gain or loss of a comparatively large amount of heat energy.
