If someone wanted to send astronauts to space, would they have to a congressional sponser from the house or senate. Which one of them is controls space exploration?

NASA controls that and they make the determination as to who will be launched

If "someone" (obviously within the United States, based on your question) wanted to send astronauts to space, they would first need one of the following two things first:

1. Full-Time Employment with NASA, which includes all necessary training and qualifications to be one of the several staff members associated with launching our SpaceShips.

--OR--

2. Enough money to design, build, and successfully launch a Vessel worthy of carrying two or more astronauts out of the Earth's gravitational field.

You didn't specify whether or not they returned from space, but that probably won't factor into the issue as much in Category #2...after all, you only wanted to "send" them.

So, if you have #1, then you may or may not already know someone within the House or Senate-- for they probably helped you get that job in the first place.

And/or if you have #2, then you are more than likely either extravagantly rich, or extremely stupid...or, both. Considering we're not the only country to put people into space, it goes without saying that this option is feasible. It's simply not practical within the United States (See #1).


Sidebar:
If you wanted to be the one that gets sent into space (The "Sendee" in your case, as opposed to the "sender" in your question as stated, assumping you've opted for a career other than "Astronaut"), then all you have to have IS A BOAT LOAD OF MONEY. Pay the government of your choice (that has a space worthy vessel) enough money and they'll reserve you a first class seat on the next launch.

They'll enough bring you back...(no guarantees, of course)

NASA is the Department in charge, which falls under the control of the Executive Branch; however if you wanted to go to space, get a lot of money and call your congressman.
