For your first question, "How do I wipe out my computers memory?", just turn the computer off.
As far as getting rid of the files on the old computer, just delete them after you've moved them from your old computer to the new laptop. Select the files you want to delete, then hit the "Delete" key. When you're done, empty the Recycle Bin.
For the programs, go to Control Panel, then Add/Remove software to uninstall them.

Reformatting isn't a good idea if you don't have the original disks. You'll need to reinstall Windows and have all the drivers for the computer on hand. The system restore disks are easiest, but most people can't find those.
Just delete the old programs with add/remove and delete the old files manually.

Reformat the hard drive using the original system disk that came with the computer. This will take the computer back to the state was in the day came home from the store. Just make sure you copy and transfer all the files that are required off of it before you start reformatting!

You could run fdisk,and then reformat it.But if you do make sure you have windows disk to install on the pc.If you don't have these disk.And you run the fdisk and format.You will be giving your sister a pc with nothing on it.

go to add/remove in programs,remove only your programs then go to your documents and delete what you want,also go through your zipfiles if nessary. If you wipe your hard drive you will not beable to start it up ever again.you will neeed to format your c drive and its not easy process,so becareful on what you delete.
