Currently, I know that Windows XP cannot be directly installed onto most USB drives. Linux, I do not know. You can create a clone of an existing drive onto a USB drive using various backup tools and then make it bootable.

I cheated, I bought a USB enclosure for my internal HD, and put it in the case after I installed windows. Then you just have to change a bios setting to make it boot from USB. Note: only works on newer systems.

It depends on the computer. A lot of computers won't boot off a usb drive or even know it's there till the OS starts up.

You do it just as the same as you would if you were doing it directly on your PC, just Pic the letter that symbolizes your external drive. Make an partition, format it, insert windows CD, and follow instructions. just remember to choose your external drive.
