I tried to ask this question once before, but deleted it because everyone got caught up on the details.
If you reply to this talking about anything other than substances you can take that give a euphoric and mellow buzz, you seriously suck at life.
Please, do not preach here... this is for a research paper, ok?

Nutmeg and Catnip.
One would have to consume quite a bit of either to feel the effects as strongly as a marijuana high.

In all there are 17 states, the position medical marijuana is legal. California replaced into the first state to be legalized for medical marijuana contained in the three hundred and sixty 5 days 1996. and then in 1998 Alaska, Oregon, Washington. Later medical marijuana replaced into legalized in different states i.e Arizona(2010), Colorado(2000), DC(2010), Delaware(2011), Hawaii(2000), Maine(1999), Michigan(2008), Montana(2004), Nevada(2000), New Jersey(2010), New Mexico(2007), Rhode Island(2006) and Vermont(2004). and that i favor quickly that is going to likely be legal in different states too

I can't see why anyone would want to preach when you are simply doing research but there are always those who have a barrow to push, aren't there? Just ignore them. Your question is perfectly reasonable IMHO.
I'm not sure where you are so the perspective of 'legal' in your country may vary from mine: when asking such a question it would help to define your boundaries better in that respect. Saves collecting possibly useless data.
But just in case your survey is still at the broad-ranging stage, where I live (in the Czech Republic) absinth is available from most shops to anyone aged 18 or more. It gives a nice buzz. But it has to be the 'real' stuff with thujon in it. Thujon is derived from wormwood and is a hallucinogenic with similiar effects to marijuana.
Google 'absinth' with 'thujon' and you'll get lots of info about its properties and effects.

If you're of a certain Native American tribe it's legal to use peyote for spiritual reasons. (Although, it's more of a hallucinogenic than marijuana)
The only "legal for anyone" thing that I know of is drinking Robitussin to get you high. But even that's not legal.
Just so everyone knows, I don't do this stuff anymore. I was in high school once, though.

My best friend's mother owns a book called 'Ginger Tea Party'. Its basically telling people to get together and drink ginger tea instead of getting together for a session. It can sometimes give you a funny tingle in your limbs when you drink it hot and fast, vaguely reminiscent of that sort of 'not your own body' feeling you can get when you're stoned.
To prepare:
(Put ingredients in either a tea pot or saucepan. With tea pot, leave for a few minutes to enfuse, with saucepan, boil for a couple of minutes):
1 large knob of ginger, well grated.
1 small lemon, quatered, skin left on.
1 tbsp brown sugar.
2.5 cups of boiling water.
It tastes great even if you have no profound experiences.

hahaha, I don't know if it gives you a buzz or not, but a guy on A Few Good Men (awesome movie by the way), smokes an entire bag of oregano thinking that it was marijuana.
