the water is relesed as vapor from the liquid when the liquid is heated. Water changes phase and becomes gas, its called evaporation.

The first bubbles you see are the dissolved air in the liquid. Then as it boils, it changes from a liquid to a gas, so you see the gas bubbles.

There is no air. The bubbles consist of vapor of the liquid. If you boil water, the bubbles are steam bubbles. If you boil benzene, the bubbles are benzene vapor bubbles.
