There are a few trackers that work. The ones that positively id'd other myspace users by and large no longer work. Anyone who had one of those who made any profile changes had those deleted by MySpace filters.
However, the trackers that remain identify people who view your page by city, with date and time they view your page. One example is mixmap.com
The problem is that someone who is very stealthy can use an anonymous proxy to still view your site without being detected with your tracker. So you will see that your MySpace page will register views, but when you check your tracker, nothing shows up. It is most likely someone who is one of your MySpace friends if your profile is set to private.

no they do not, its just a chain letter sort of deal, it tells you to post the message and it will work, but it doesnt really, as tom said, trackers are impossible to implement on myspace, they do not exist

www.freewebs.com/spacetracker is a working tracker and the answer to your question is if you have a tracker and someone looks at your profile and they are not your friend they will not be tracked. but if they are your friend then they will be

i dont know about trackers but if you visit a users site then it counts as a site view but you cant see who veiwed your site

nope
i believe they have to actually be a "subscriber" of the same tracker.
it doesn't work very efficiently
