It's simply a tone pot attached to a pedal. Low pass filter. Pedal up, high tones filtered out, pedal down high tones allowed through (and even boosted a little).

It distorts the sound so it sounds like it's going "Wah wah". (No joke, it really does sound like that)

I don't know about a wawa pedal, but i use a wawa mute for trumpet all the time. i just open and close it to make a "wa-wa" sound. if that helps any...
