I think the best way to teach a young child fluent english is to teach them to read at an early age. Any child is curious to learn, so the earlier they learn to read, the more interested they become in reading. Once they start to get better at reading and understanding the meaning of the words they are reading, the better they will become at speaking. Also by knowing how to read when they start school, the better they will be at their schoolwork!
