While there are numerous urban legends proporting that this was the time various people died (all of which are false), the most likely reason is that it puts the hands in an aesthetically pleasing angle which does not obscure the details of the clock or watch face.

Because according to the propeller heads in advertising, this makes it appear as though the watch is "smiling"

That use to be only way to position the hands on the clockface so that it wouldn't block the brand name printed underneath. Probably more of a traditon now.
