i am disabling my DRL becuase im going to install HID lights and those are going to be on all the time. to have hid lights running properly you must disable the DRL and thats why i want to disable it.

Daytime running lights are there for yours and other drivers safety. Daytime lights use a lower voltage then regular lights and if you are concerned they will burn out quicker they will not. Believe it or not if you do anything to your car that Subaru does not approve of you could possibly void your warranty, especially if you remove the DRL relay and you end up with electrical issues.

Other drivers won't like you for making either of those modifications. I have twice almost been hit in foggy weather by silver-gray cars with no DRLs because I simply didn't see them. Conversely, I have been blinded on a number of occasions at night by the glare and "flicker" from HID lights. If it's a choice between either DRL or HID, I would stick with DRL--I don't think the stock Legacy headlights are too bad anyway.

not a good idea escpecially now that it is also law in the US as well as Canada
