The skull with the cowboy hat is a symbol of the CSA or Confederate States of America....When you hear someone say "The South Shall Rise Again", this is generally the organization they're talking about, which has also been connected to the Ku Klux Klan and more than one group of fascist neo-Nazis. Several bands have also used this image to sell albums including Lynard Skinard, Pantera and Guns & Roses. Eventhough SOME of their music can be 'southern rock', they have not been connected to the CSA or any of the other groups mentioned.
