It's common knowledge outsourcing is practiced to avail of the cheap labor overseas. To address this, one way of narrowing this gap is to charge the company comparable amounts for the payroll and employer taxes that would have been charged had these employees been in the United States. If the outsourcing is to a service company, this charge maybe imputed by the estimated employees lost to outsourcing. I believe this approach would narrow the social security gap from decreased number of contributors to the social security system.

If this is done, there is less incentive for employers to outsource.
Another issue that should be considered is awarding employers that do not outsource. There are other approaches that could be taken most have to hurdle the specter of protectionism being labeled against them. So one must be careful in coming up with innovative solutions to the issue out outsourcing.

Well are you asking from your personal point of view or what we can do legally as a country.
What I think we need to do is to tax american companys more who use out of country labor. I mean If they don't have to pay income tarrifs on goods they manufacture oversees they really get the best of both worlds. They get cheap labor overseas and they get to be known as an "American" company.
My personal proposal is to say this "If a company employs 50% of it's workforce from citizens of another country than they should be considered an oversees company for tax purposes"
This would also include hiring temporary agencys to produce your product. Government really needs to step in here and save American jobs from people in India and China.
