UIC and DePaul are about equal rank. UIC might be a tad better, and also, it's a lot cheaper. Do not go to DeVry. Its credits will not transfer.

Depending on the student (and whether you mean a bachelor's or a master's degree), I would probably rank UIC first, then DePaul, with DeVry an extremely distant third. Especially if the student might be thinking of eventual graduate studies, the DeVry degree is usually not transferrable.

DON'T GO TO DEVRY. It's a total for-profit waste and will probably lose their accreditation a few years from now. I would recommend, for that area, Northwestern, University of Chicago, or DePaul University. Good luck!
