Put your alarm on the other side of the room so you HAVE to get up to turn it off.

Tell yourself before you go to bed that you WILL get up
Lay out your work out clothes before you go to bed, so you just have to get up and put them on.
Go to bed so that you can get 8 hours of sleep before you alarm goes off

You can still do this even if your husband calls and wakes you up. The problem is within yourself - and you are asking us to help you. That's not how it works. Tell yourself that you WILL GET UP and GET UP when you day you will. eventually it will become a habit for you, but since we can't be there in your room to shake you and drag you out of bed, you are going to have to convince yourself to do this on your own

In order to wake up early you must go to bed early. Waking up at 11 A.M. means you are an abnormally late riser.
If you find it difficult to wake up early on your own, set your alarm to 5 A.M. or whenever you want to wake up. At first you would need it regularly for some time. Gradually it will turn into a habit and you will no longer find it difficult to wake up early on your own.
However, since you aspire to be a cop, you must discipline yourself to wake up early, even if you go to bed late. That much is expected of a cop.

Tell your husband how you feel and what is happening, tell him you love him but when he calls you after he gets off from work that disrupts your sleeping schedule, and you would prefer for him not to call you. If he needs to tell you something, when he comes home, let him leave you a note. Good luck and sweet dreams!
