Someone above asked about "Tara" from "Gone WIth the Wind" and that reminded me of Melanie, Ashley Wilkes' goody-goody fiancee.
You could try Buffy The Vampire Slayer, that way, you'd be good AND could kick butt (theoretically). Better yet, how about Willow; she was REALLY good until she turned vengeful.
There's the chick from "Alias" or any of the heroines from "X-Men".
Any of the Disney heroines would have to be "good", right?
How about Cinderella, only dress like the Drew Barrymore one in "Ever After" (is that the right title?)
Hmm...there's the Powerpuff girls (I'm finding these on IMDb.com)
And who could forget either Arwen or Galadriel from "Lord of The Rings"?

Scarlett O'Hara from "Gone With the Wind," or Dorothy Gale from "The Wizard of Oz." Very iconic!
Or pick a character whose personality resembles yours (but still has a look you can pull off) - one of my best friends says she loves Hermione Granger (of the Harry Potter films/books) because Hermione reminds her of me. I would go to a costume party as Hermione in a heartbeat!
Also, do you look like anyone? Do you have anyone to go with you? About 8 years ago, my then-roommate (a tall, dark-haired guy) and I (a short gal with my hair then cut in a red bob) went to a costume party as Mulder and Scully (it was subtle - nobody could figure out why neither of us was smiling! - but once people got it, we **killed**).
