I think I may have found the site T-Prad was referring to:
http://www.ugo.com/channels/comics/heroMachine/classic.asp

In addition, if you have trouble coming up with ideas, I'd recommend Marvel's 2003 "Marvel Universe Roleplaying Game" handbook. It's out of print now, but you may be able to pick it up secondhand somewhere. As well as bios for a host of existing characters, it gives you a template of sorts that you can use to inspire your own, well balanced, hero characters.

I think the best way to create a character depends on yourself, if you go and visit sites like marvel, dc and more you only will get a copy of those characters. Focus on the kind of character you want, then make a search in books and internet for information and photos: this lead you to the right kind of character you want to create... just be original.

Not sure if this will help, but it might point you in the right direction:

www.marveluniverse.com
www.marvel.com
www.uncannyxmen.net contains complete bios on characters
www.writeups.org has very accurate stats on many Marvel, DC, Image, movies and TV characters for playing RPGs if you like.

Hope that helps.
