Is it after sasuke leaves? before tsunade becomes the fifth? when exactly?

It takes place after the Sasuke retreival arc, but before the timeskip.

It has no resemblance to the anime....Like all 13 or 14 Dragonball movies, depending upon how you see them, the movies are not based upon the anime's timeline. They make references to individuals past like Kakashi, and some of the moves performed seem more advanced, but it does not take place within the anime time constraints. Most anime movies do not fall within the anime itself, few do like Evangelion. But Naruto is a take from Dragonball, even the created said it himself that he has been inspired to create Naruto through the majestic nature of Dragonball Z, so running with that theme, neither one of the dragonball movies ran with the anime, and neither do the Naruto movies. Inuyasha is the same as well, minus one in particular, the last one, where it specifically states it takes place after the death of Naraku.
