Charles Manson was a career criminal long before he was arrested for his involvement with the "family". Under most of today's laws, he would have been subject to a "three strikes" rule anyway, which would have imposed a harsh mandatory sentence.
I personally think he belongs in prison, though I sometimes question whether he should have gotten as much blame as he did. People can warp the minds of others, sure, but in the end we make our own choices. He did participate (restraining) and have full knowledge of the last murders committed by the family, though, and for that alone he definitely deserves to be in prison.
Now, on the issue of parole: Whether one thinks he should get out (I do not, as I do not believe he could ever assimilate back into society) is trumped by the fact that Charles Manson doesn't appear to want to get out. He isn't as insane as people say he is - he knows a couple things: 1. He will never be allowed out of prison. So, he hams it up for the cameras. 2. He knows that if he were ever released, he would be murdered within days or weeks of his release. He is hated that much by the general public. 3. He is comfortable in prison. He asked in the mid-60's NOT to be released from prison, and was turned out onto the street and subsequently ordered the murders of Tate, et al.
I don't really believe he should ever get out of prison, but Charlie sure as heck doesn't want to be out either. :-)
(to your addition: Nope, I don't think he belongs in an institution. He's a megalomaniac, but he's not criminally insane IMO)

No he shouldn't not even a mental institution this guy has more brains than he leads on. He is a psychopath with the knowledge of preying on young females from broken homes that he easily manipulated into doing exactly what he ordered.
This guy deserves to stay there and live out the rest of his miserable life.
