I would like to substitute for clerical positions, etc, not qualified to be substitute teacher

There are so many non-teaching jobs in education. Check out your local school's human resource department. Look for IEP clerks and/or secretarial positions. Schools always seem to need these 2 positions.

Teaching jobs are considered Certificated, non-teaching positions are considered Classified. Go to the local Board of Education and apply at the Classified Human Resources Department for the substitute positions you are interested in. You may have to take a test.

You need to contact a TEMP agency. They will help you fill in at various clerical jobs.
