In standard matches it's three. But for some special matches like the Community Shield you can use five.
Friendlies actually have a limit of six subs, but FIFA relaxed this rule recently, and it is back to unlimited now.

The standard for competitive games is 3.
In friendlies, the manager can use up all his substitutes if thats what he wants to do.
