Formula is a food. Any food that has saliva in it(the thing that actually starts digesting food before you do) will start to break down and bacteria LOVE food. ANY food left out for 4 hours can become poison.
Make enough for the feeding, if they need more you can always make another 2 oz or so. If there is any left over that they were sipping off of, toss it.
you can premake some and keep it in the fridge, but if you use that bottle to feed out of, then you have to toss any remaining. I suggest that you make as you go, or use a regular container for storage in the fridge so no one is tempted to let them have a sip out of the bottle and put it back.

it goes bad because your baby has bacteria in his/her mouth that gets into the bottle. Mix just what you need and forget about counting your pennies when you pour it down the drain. Spilt formula is cheaper than antibiotics for baby
The interesting thing is that breast milk is almost antimicrobial and can be stored for hours without refrigeration without growing bacteria.

like it was said before. If the baby has drunk from the bottle bacteria can grow. If you premix in another container and but it in the bottle what is left in the container is good for 24hrs if refrigerated

it can spoil without being refrigated after being mixed and after the baby drinks from a bottle bactiria gets in the milk and it can make them sick if you try to re feed them the same bottle after a hour. Would you drink after being out a hour? big reason why breast milk is the best milk for a baby.
