Why do you have to buy presents for 15 people? Are any of those people in the same financial position that you are and would much prefer to exchange Christmas cards or maybe just a "Merry Christmas" and let the gifts go this year?
I know it's a natural desire to want to give gifts to the people we love, but when it becomes a hardship or a burden, a gift loses its meaning both for the giver and the person who receives. Talk to your family and friends and see if you can come up with some alternatives, like maybe going out to dinner with one group of family or friends with everyone paying for their own dinner. It would be an occasion you would remember a lot longer than any gift you might have given or received.
That said....one possible choice for inexpensive gifts is making a "chocolate basket" or a "coffee basket" or something like that. You can find nice baskets pretty cheap at craft and discount stores, and you can buy the items you add to the basket in bulk, which cuts down on the cost. I did that one year and included packets of mulled cider mix, hot chocolate, etc., along with a couple of cinnamon-scented votive candles (made the basket smell GOOD!), plus individually wrapped chocolates and other goodies. The nice thing about this is you can customize it to the individual, because some people may like coffee while others prefer tea, etc.

Meijer, Wal-Mart, Target, Go Shopping for sales. You still have a month just find good sales and make a list of people. Divide that 280 on the 15 people evenly or which ones are more important. You could buy clothes from somewhere like Value City or something. Just bargain shop, read the papers. Save more money by using coupons on your food expenses and such.

On Monday I just bought a mini digital camera at Walgreens, it was $10. So far the quality is all right, but maybe I need to switch the button to high resolution. I've seen pictures on someone else's webpage and they look pretty good. It's called the Innovage mini digital camera, I went to one Walgreens where they had it in the camera section, but there's also square like places where they put special things. They only had silver at one Walgreens but I bought a pink one. They also have blue and white.
Cheap looking? I would say it doesn't look expensive but it is still a digital camera. You can try to check for it online. On the box it claims that the retail price should be $39.99. You can email me and I can send you a link to what the pictures look like---what someone else took.
If not that, why not buy packs of things and then take one thing out of each pack for each person.
Well, hopefully you'll find things to give as nice presents.

Have you thought about have Name Drawing? I don't know how many groups you have there, but it might work.
Just be honest. 'I am broke.'
Can you bake? That is 10 times enough money to buy the ingredients to make banana nut bread, or something good to eat, that most of them probably won't get otherwise.
Make candy or jelly (from store bought juice) or baskets with salami and cheese and crackers and a pretty jar of pickled peppers. Just get a small basket, some Christmas paper, or material, put the stuff in the basket lined with the paper or material - DONE! Good luck. It shouldn't be about gifts. It is about feelings.
Merry Christmas.

well...just think..$280 divided by 15 people is almost $20 to spend on each person. You could get them a very nice gift for that. Go to the dollar store and look around. You could make up gift baskets from stuff you get there...soaps, candles, mugs, candies...lots of stuff. you can uaually get a little basket for like a dollar...buy a coffee mug - $1, candle - $1, some hot chocolate packets or candies - $1 then go to a book store and pick out a book for like $5-$10 that they might like and make up a basket...under $20 and you get a nice gift...or if they dont like to read then get like a towel or face cloths, nice soaps and some candles and make like a bath set. I would love to get a gift like that.

280/15 = 18.67
Order a case or two of wine (Order it online or from a local vineyard, so it is something they can't get in stores) and find some cheap wine gift bags at the dollar store
They will love it

Ive been on a budget too. I think that a christmas ornament (a cool personal ornament) would be a great gift. I think you can find some cute little boxes and put some string confetti in them, and place a fun ornament that either you make or buy in the box. I think that is a very acceptable gift, and they will always have it!

Well since you have about 20 dollars to spend on you person, I would prioritize who most important and get those people special like photo gifts. They have all sorts of things like personalized coffee mugs and key chains and other things like that. Some people who like to gamble would enjoy a gift of scrath off tickets and if they won they would really like you. Another suggestion is gift certificates to a dinner or the movies or even your favorite coffee shop. If people aren't thankful that you thought about them on christmas then pooey on them. Remember christmas is about family and being together. Happy shoping and good luck..
P. S MERRY CHRISTMAS
