Smartish is NOT footless. I would suggest black thigh highs or black silk stockings with heels. Black is business-like and can be assessorized easily with gold or silver. If you don't have time to change from workday to dinner, simply wear flat shoes and small assessories to work for your meetings and sneak a pair of heels in a bag along with brightly coloured hoops or whatever you want.....Black is slimming, sexy and businesslike!

Yes they would...too casual looking.
You want to either wear full foot tights or even classier, sheer hosiery. It depends on the shoes, too. If you're planning on wearing boots where you wouldn't be able to see whether or not they're footless, then it doesn't matter as much. It's seeing the end of the tights and the beginning of the foot where the line (no pun intended) between casual and dressy is made.

I'd probably go for a bit more of a sophisticated look. What about the black satin dress, with some sexy heels, sexy bag and a nice neckless. If you have got strong shoulder bones, have your hair away from your neck and have a choker.
