I'm 17 and up to this point have never retracted my foreskin (i've always assumed i had phimosis). I masturbate with no problems whatsoever and my penis has given me no problems. Earlier today i figured i'd try anyway and after a while it began retracting (though the frenelum stung a bit). But once it got down the head relatively far and stung a bit harder, I "chickened out" and stopped retracting, I've read about paraphimosis (foreskin getting stuck behind the head). Should i see a doctor before attempting to retract the whole way? or should i attempt anyway. Also, when it does get behind the head, should it freely slide back up the head again? Or will i have to wait until im flaccid before it goes back up.

get circumsized. Its much healthier and makes your wang look a lot better. I know I have.
Like everyone says, go see a doctor if it really concerns you.

The short answer is yes, your foreskin shoudl retract fully so as to expose the entire head of your penis and to slide down the shaft some.
However, if your foreskin is a bit tight, then it needs to be gently stretched out so it will retract fully. One of the basic techniques for stretching is simply to retract as far as you can - jus tot th epoint of it maybe hurting a wee bit), hold it there for a minute or three then slide it back over the head. Repeat this a few times a day and eventually it will retract fully. If, after a month or two you aren;t making a lot of progress, you can try stretching outward by inserting a finger from each hand under the foreskin and pulling them away from each other. Again, do it just to th epoint of hurting a wee bit and hold for a while.
The other thing a few guys experience is a short frenulum. From your description I would say yours may be a little. But as you gradually stretch the foreskin, the frenulum will stretch as well. Just be gentle on it so you don't tear it.
To help with stretching you can take a nice warm bath and enjoy a little foreskin fun while you soak. Warm water tends to make skin a bit more pliabe.
If, no matter how much you work at it, your foreskin persists on being tight, then by all means see your doctor. A doctor can prescribe some steroidal cream that will aid your stretching. Otherwise, the doctor cannot really do much about a tight foreskin except tell you to stretch.

Conditions
Frenulum breve is where the frenulum is insufficiently long to allow the foreskin to fully retract, which may lead to discomfort during intercourse. The frenulum may also tear during intercourse.
Phimosis is a condition when the foreskin of an adult cannot be retracted properly. (Before adulthood, the foreskin may still be separating from the glans.) Phimosis can be treated by gently stretching the foreskin, by changing masturbation habits, using topical steroid ointments, preputioplasty, or by circumcision.
A condition called paraphimosis may occur if a tight foreskin becomes trapped behind the glans and swells as a restrictive ring. This can cut off the blood supply, resulting in ischaemia of the glans penis.

you can keep trying little by little. dont force anything. as u do it more and more it'll be easier, specially if u use lotion or in the shower. try it flaccid first then erect. you should go to the doctor only if it hurts. but you need to practice pulling it back so u can clean under the skin
