2x - 8y = 3
add 8y to both sides and subtract 3 from both sides
2x - 3 = 8y
divide both sides by 8
(x/4) - (3/8) = y

If your trying to find the Y intercept, just simply let X be 0 and solve for Y.
therefore, you new equation, would be -8y=3. Then, you want to get your Y alone so you would divide it by -8. And, since you're dividing that side by -8 you also have to divide the other side as well to make it a legal move!
Therefore, your Y answer would be -3/8. So, in y-intercept form, your final answer would be (0, -3/8)
And if you're trying to find the X intercept, just do the same but let Y be 0.
Hope this helps!

2x-8y=3
2x-3=8y
(2x-3)/8=y
(x-3)/4=y
note: no need for the bracket i just did it so u can understand that the whole part is divided with 8

Subtract 2x on both sides:
-8y=-2x+3
Divide both sides by -8:
y=1/4x-3/8
By the way, I was nice enough to give everybody a thumbs up for their answers.

move 2x to the other side
2x-8y=3
-2x -2x
-8y = 3-2x
divide both sides by -8
-8y=3-2x
--- --- ----
-8 -8 -8
y = (-3/8)-(-2/8)x
simplify
y = (-3/8)-(-2/8)x
y = (-3/8) + (1/4)x
y = (1/4)x - (3/8)
or (in decimals)
y= .25x-.375

2x - 8y = 3 --- Subtract 2x from each side...
-8y = 3 - 2x --- Divide both sides by -8...
y = -(3/8) + ¼x --- Rearrange terms...
y = ¼x - (3/8)
