No. Although instant noodles are very cheap and affordable, they are incredibly unhealthy. Instant noodles are packed with sodium not to mention other unhealthy additives. So while they may prolong a starving person's life for a period of time, he/she would still not be receiving the necessary nutrients to survive and live a long and healthy life.

If that is all you ate, you would starve to death within a month. Not a diet you can live on.

The only single foodstuff that can be used like this is meat protein. You can't live more than a few weeks (as in you will freaking DIE) eating ramen. But, you can live healthy for years and years if all you ate was steak and nothing else.

Meat animals, however, take a great deal of resources to maintain. A more viable alternative is fish. All you need for fish is clean water and cheap fish food. This requires a certain technological sophistication. However, a fish farm can be located anywhere. It can be as small or large as it needs to be. It has an extremely high output to resources used ratio. It is a single, straightforward and all purpose foodstuff that provides all the nutrition a person needs to live and live HEALTHY. It's concentrated, meaning the foodstuff amount you need doesn't take up much space. However, it has a big drawback in that it cannot be stored for long periods of time without extensive processing. Then again, the means of production are easy to create in micro and keep local and is relatively self sustaining.
