The saying is "Slow and STEADY wins the race!"
Ofcourse one needs to keep up with this fast changing world. And all the proverb says is to be careful and go ahead steadily, without letting it go off, just b'cas someone says we can't do it.
The tortoise won the race b'cas it never gaveup though it knew it was very slow compared to the rabbit. The winning factor is "BEING STEADY". Had the tortoise quit the race thinking anyhow the rabbit would have won by now, it would never have won the race!

In this fable, designed to teach a lessson (delivered as the moral of the story), the hare and the tortoise decide to have a race. The hare knows he's fast and he torments the tortoise until the tortoise agrees to race. The hare takes off quickly, but soon he's bored because he's winning, so he decides that he's so far ahead of the tortoise that he can sit down and take a rest. He accidentally falls asleep.
Meanwhile, the tortoise is going at the same slow but steady pace he started out with, and he passes the hare, who is still sleeping. As the tortoise gets to the finish line, the hare awakes and makes a mad dash to try to win, but does not get there in time. The hare ends up as a laughing stock and extremely embarrassed since he'd been so cocky toward the tortoise before the race.
The bottom line to this is, that if you persist, you can reach your goal, even if it seems outlandish at the time you set the goal. To all the other animals, it seemed unbelievable that the tortoise could beat the hare, but in the end he did it!

You have two roads you can travel down in your life's journey. You can choose the path that is the easiest, no bumps, no hurdles and then you'll find at the end of the rainbow that you traveled your path in vain. There'll be nothing there. Or you can choose the hard path. The one that dishes you out heartache, the one that irritates you, the one that makes you feel like giving up time and again. Slow and steady is to be compared to fast and unsteady. Moving in bursts in inefficient. It is especially inefficient if the speed causes errors. It always takes more time to correct an error than it does to do something correctly the first time. That is the general idea. It's also about pacing yourself. Actual runners will do this for long distance running. It takes too long to rest and recover. The saying has several applications.
To answer the appropriateness, yes! In a manufacturing plant speed is important. You want to beat the other guy, get it done cheaper and quicker. If you get it done quick, but spend too much you lose. You have to make quality first, then speed. Speed sacrifices quality. Lost quality means more scrap. More scrap means replacing parts which were trash from the start. That means more money for the parts and labor to make them and you still have to pay for the labor which went into making the junk/scrap. Do it right the first time....you win.

Oops, sorry.
Any way it is appropriate and necessary, everybody is always in a hurry/race against time and the impossible. Chill, do what you can, life is not about how much you can do in means of time, its not a race. Its more about taking it step by step without missing any. Enjoy each step for it is the one that you are standing on and it is the one that will allow you to take the next step.

It's meant to encourage patience and consistency as way to succeed, but its not always true. People live at different speed with varying results. If you live slow, you'll probably have a stable life, but not the most exciting. If you live fast, you'll probably have excitement, but make a lot of mistakes. Either way, you eventually tire out.
Slow comes in last, gets passed
Fast won't live past the crash
But no matter how hard you mash the gas
In the end, its ash to ash

Isn't it "slow and steady"? I think it means to keep your head and wits about you. Don't rush into disaster. Keep your mind on the currant task. It is more important in a fast moving life than ever before. Opportunities for success and failure come at one fast , to get the most out of them you have to have a clear head that can stick to the task at hand until it completion. I you don't, you will be spending to much of your precious time digging yourself out of self made problems, that could have been avoided had you only thought it through better.

I have found this to be true.
Take time to sort out what your long term objectives are.
Don't expect immediate results.
Accept setbacks as inevitable and be prepared to make sacrifices.
Enjoy the process of learning.
Everone else is rushing about; but what they are producing is rubbish as a result, So much better to take your time and produce something of lasting merit.

actually the saying is slow and steady wins the race. it refers to the fact that if you move carfully and mindfully you will win in the end compared to those who tried to cut corners and speed through things because they will have great set backs due to their errors.
