Your penis will become erect and as you get more sexually excited your testicles will contract up towards your body. The closer you get to an orgasm the more your scrotum will contract and tighten up and just before your orgasm you penis will enlarge a little bit more. Once you have achieved an orgasm, your penis will naturally become limp and your scrotum will start to losen. If you are young and want to have more sex then the entire cycle will be repeated.

Your tool should be in erection when attempting to have sexual intercourse. Unless your flacid state is already elongated and somewhat hard, it is impossible to have sexual intercourse without an erection.
All penises are different, so there is no "right" or "wrong" way a penis should look like when erect. As long as it's hard, and it works, that's all that is important!
