we are not just thinking about a slap I'm thinking about mental hurt and pedos as well.

The dog should be able to be controlled. When a dog hurts a child, there are some things which need to be taken into consideration. Firstly, a dog's mouth is designed to kill and tear, and it is at the same height (often) as a childs face or throat. secondly, if that dog is badly trained, training would sort out the problem, but usually if the owner was interested enough to get the dog trained, he would have already done so. If the dog (like many people) is just mean, no amount of training will change the dog's attitude.

When a human hurts a child physically or sexually, that human is punished by our society. It is difficult to legislate against emotional trauma because each person's reaction to trauma is different. Citing your case of a pedo, one child can be attacked by a stranger and then move on with their life, while another could walk in on her parents having sex and watching a porno and struggle with it for many years. From the outside we would assume that child one had the most damage, but the critical information in mental trauma is not the severity of the damage, but the persons internal capacity to cope.

If you followed that to it's logical conclusion, if we were going to punish people for mental trauma inflicted, the result would be the victim on trial, rather than the perpetrator. The defence would say things like "although it is true that Mrs X had £120,000 worth of goods stolen from her house, She claimed on her insurance, had an alarm fitted and generally still feels safe so she hasn't lost".

The prosecution could say "Although Mr Y had only his mobile phone stolen, he is now in therapy, is afraid to leave his house, use the phone (etc etc) so this 14 year old who snatched his phone should be sentenced for life for the emotional trauma he has inflicted".

I am not saying that it is okay to bully, intimidate, manipulate, make derogatory remarks et al. However, I do think that punishing them as a society is doomed to cause more damage than it will rectify.

I guess you can't really punish the animal like a person, it isn't worth spending a lot of money on sending a dog to a special dog training camp. Although that is a good idea, if the owner can afford it then they can send their dog to like a dog borstal place and get it trained!
The gas man once complained that my dog bit him, but you know, she is a guard dog and that is what we have trained her to do - and what a prat for coming in the gate when we have three big barking dogs looking at him. Plus he didn't have a mark on him!
