The atmosphere is composed of five layers - troposphere, stratosphere, mesosphere, thermosphere, and exosphere.
The layer closest to the earth's surface is the troposphere.
So depending on how accurate you want your answer to be, you can generalize and say "atmosphere", or be specific and say "troposphere".
