No. It's just that different cultures don't understand each others' norms, expectations, body language, etc. so they read each other wrong.

It took me more than three years to get even remotely comfortable with the Scottish (and Irish) custom of slagging -- throwing friendly jibes back and forth. If a U.S. American said it to you, they would mean it to be rude and insulting. Here, it's part of making someone part of the group. It's just norms.

No more and no less than we are. I've been fortunate. I've met some who are the loveliest people I've known in quite some time. One, has the kindest eyes I ever saw apart form my grandparents.
