Check to be sure your desk is set up "ergonomically correct" so your hands are not bent up at the wrists while typing or using the mouse. Sometimes this can cause poor circulation and thus, cold hands.

I read a Good Housekeeping fiction story about a young woman who had an ultimately fatal heart defect. One of the things mentioned in the story was that she had cold hands. For her, this was caused by poor circulation. When I freaked out about it, Mom said that my cold hands were caused by low blood pressure; and she had the same thing.
That's two things, of which the latter is probably much more likely. Next time you go to the doctor, ask the person who takes your BP to tell you what it is. If it's in the neighborhood of 110/70, 100/60, 90 over anything, etc. (The first figure I knew for my own blood pressure was 88/41; this was done at a 50-cent machine in a drugstore. I had done some deep breathing before sticking my arm into the sleeve, because if I had high blood pressure I didn't want to learn about it from a 50-cent machine.)

I had the same thing. I even had a massage therapist massage them for 30 minutes and they were ice still ice cold. I had a battery of test and mostly nothing except a was low in iron. I highly doubt its poor circulation. If it is, that would mean, you have a heart condition.
You could be low in iron or not eating properly. Or you could suffering from Raynaud's. If that is the case, you should go see a doctor.
Note: People with Eating disorders are always cold.

Exercise your hands by moving your fingers around and rub them together. Take Vitamins C, E and Omega 3-6-9 this should help with circulation.

There is a sense of feeling cold, hands that are cool if another touches you, and hands that are plain cold. The 1st is meaningless - the 2nd is a reflection of constriction of the superficial blood vessels and although it may be annoying it is not a health risk - the 3rd may involve constriction of larger blood vessels and may be a sign of Raynaud's. Try running very cold water over your hands - if they blanch white - consult your physician. Raynaud's is treatable.
