The Green Bay Packers. They have the longest history under the same name and in the same city. They also have the most national championships with 12. The bears probably are second but they haven't has as much success as the packers.

Who? When did teams become "who" as I even see that on that NFL Network's "Who is the greatest SB team?" ad?
Anyway, the most storied (as in interesting history), I would actually say the Steelers. When they were awful in the '50s thru '60s, they had characters and probably the toughest team in the NFL. Then the whole SB teams (Franco, Mean Joe, etc.) to now. From the fans to the announcers (I mean, Myron Cope has that voice) to the classic games.
After all when the Packers stunk (see That '70s Show for Red's take on that) or the Bears, they were dulllllllllll. In fact the Bears had done nothing interesting really from Sayers/Butkus till 1985 and nothing since till now.
Win or lose, the Steelers are always fun to follow.

It's probably the packers. The Bears had decades of futility so they don't cut it. When a former coach of your team, has the superbowl trophy named for you, that's pretty special. (The Lombardi Trophy)
