what would the pay back be if you lived in the North East of the US (more specific Western New York)

well quite a few... i dont think you'll get it back in 1 or 2 years unless your place has NO INSULATION at all right now, BUT, did you know that you can apply $500 (per year) worth of your payment for the insulation TOWARD PAYMENT OF YOUR TAXES? at least in Arizona you can.

so, if let's say you have to pay uncle sam $3000 for the year, tell your CPA (or whatever you use to do your taxes) that you want to apply the $500 credit, so you end up paying only $2500!

its some sort of energy-saving program from either the government or the state.

I'm in Arizona, so i cant really say for shure, it might be a STATE tax advantage? ask a professional in your area.

if you happen to have the program too, i would ask the insulation company to break the bill in a few payments, this way you can send them money NEXT YEAR ALSO, then you can apply another $500 toward your future taxes! it's like getting $1000 worth of free insulation :)

depends on the thickness of insulation...take the next 3 or 4 heat (cooling) bills and compare them with an old one,then you can figure out how much you save and how long it will be before you realize the savings....
