I'll answer one of them, which hopefully helps explain how to do all of them.
#2.
p = purchase price = .65
s = sell price = .80
profit = p - s = .15
So you are being asked "what percent profit" on the money "she spent." So she spent .65 per pen, made a .15 profit on that .65:
x * .65 = .15
x = .15 / .65 = .2308 which rounds up to 23.1%.
hope that helps.

1) Since 23% of 750 is
.023 * 750 = 17.25
and the increase is probably rounded to the nearest dollar, then $17.00 is right.
2) Start with .65, end with .80, difference = .15, so the % increase is given by
100*.15/.65 = 23.0769, rounds to 23.1
3) Start with $45, end with $88, difference = 43, so the % increase is given by
100 * 43/45 = 95.6
4) The 5% increase is given by
.05 * 160 = 8, so new # = 160 + 8 = 168
-------------------
The % figure is 100*rate. If you have the %, say 2.3, the rate to be used is 2.3/100, or .023
It is important to correstly determine the base to be used in the claculation. If you go from .65 to .80, the base is the 'from' figure, or .65
