Is the exploding collar in Saw III a reference to the exploding collar in Battle Royale?

They both seem pretty similiar, so I was just wondering.

I saw an interview with the director and writer of Saw III they said that they are using a lot of ancient torture devices to gve them inspiration. So who knows where they got the inspiration for the expoding collar.
