I have a machine that needed to be wiped and reloaded.... couldn't get the disk to boot up, so i shoved the HDD in a second computer and loaded the XP pro..... then I put the HDD back in the original box and now nothing wants to show.... is it- motherboard, HDD, or what?

Unplug any or all of the USB devices and restart. See if that helps.

Usually you can not use another hard drive from a different pc and have it boot windows. Reinstall the hard drive.Go into the bios on the pc your wanting to get rid of, you should see a selection for boot order. Have it boot off the cd rom first. Save your changes. Insert Windows cd and reboot pc. It should now boot off Windows disk. If your Windows disk is not original and is a copy it may not boot, just fyi.

Its hard to tell,

If the machine isn't turning on at all, it will either be the motherboard or the power supply. If you are just getting no video, it could be the video card. The question needs more detail for a better answer

Have you checked the power supply on the box that won't work? Have you tested any other drives in that box? If you answered yes and it works, then try reformating that drive with a different OS and see if it boots then. Trying to understand, you can't get one box to recognize the drive at all? What happens when you try to boot with that drive in the original box?

You can't do that with XP. When you change the motherboard, it likes to Blue Screen. You need to install XP in the computer you will be using it in. Try going to http://www.bootdisk.com and downloading the XP Install boot disk and try that.

xp will only run on the pc it was set up on i would try a different cd rom on the one your trying to load
