This is a tough one. It sounds like Ick which is almost certain death to any fish but there are many diseases and parasites that resemble Ick. I would go to a PetsMart and check out their home fish treatments and read the simptoms on the meds to see which best fits your fish's. If it is Ick there are plenty of treatments as long as it hasn't progressed too far.
If that doesn't work and you really care about you fish, take it to a Vet that specializes in fish.
Also, if you have other fish in the same tank you need to separate the sick from the healthy to prevent the spreading of the illness. Set up a hospital tank and put all infected fish in it.

It sounds like columnaris, which is a bacterial infection and then the fungus is secondary. It can kill your fish rather quickly. First you should isolate this fish in a separate tank. Don't bother with natural remedies, they won't work. Keep the temperature between 74-75 degrees. Columnaris multiplies quickly at 76 and above. Add an air pump bubbler to aggitate the water surface. This bacteria doesn't do well in well oxygenated water. Add 1 teaspoon of aquarium salt for every 10 gallons of water. And lastly - use an antibiotic - Maracyn and Maracyn 2 work well together. Follow the directions as far as dosage - 1 tablet/10 gallons of water daily for 5 days, repeat for an additional 5 days if necessary. There are some other antibiotics that are better than Maracyn, but are more difficult to find and are more expensive. This is a pretty tough infection to fight, but can be cured if you start treatment early enough. Good luck.

All this points to poor water quality - both the white spots (ick) and black tail (ammonia burns) are from poor water quality. Suggest you do a 1/2 tank water change, then use a water conditioner on the new water you put in. Never put tap water straight in. Feed a small amount every other day to reduce the waste (poo) being produced. Then buy a white spot / ick treatment from a pet store and dose twice, a week apart. In the meantime, do a 1/4 tank water change daily and replace with with conditioned water. You should also buy testing strips for ammonia, nitrate and nitrite and test daily until the nitrite is zero, thereafter test weekly. Good luck!

what kind of fish is it? B/c tetras can carry a bacteria that when they are stressed, there eyes get white. You can treat it with an antibiotic, and it should be fine.
Also, it may have ich. You should buy some treatment at the pet store. Some people use formaldehyde to treat the water, so that when the ich cyst bursts, the spores will die.
BTW, my sister-in-law had a fish with an ich spot, and she treated the water, and it survived, and the ich did not spread.

Those are symptoms of a fungal disease known as "ick" and it's contageous to any other fish in the aquarium. You need to isolate the affected fish if you can, and get treatment drops from the pet store. It's highly likely the fish will die, unfortunately.

what did the vet say? What does the person who owns the aquarium shop say? What does it say in your book about fish?
It sounds like white spot but you need to get it checked out as I am not a vet, I cannot see the fish, I cannot do cyber diagnosis.

Sorry but it's time to send the little fish on a new journey before he contaminates your other fish. it's sad to do but it's for the best. Is the cost of the treatment worth the monetary value of the fish.

Poor thing - we had that years ago with one of our fish. My dad knocked it on the head to end its misery and it completely split in half, and its insides were rotted - how it was still alive I'll never know
